My home in the United States is very different than the country of Panem. Here, we are a republic, and are free to do most anything. For Katniss, her home in District 12 is anything but free. The Capitol keeps hovering over them, always in control one way or the other. Say one thing that the Capitol may take offense to, and you might end up an Avox without a tongue. The districts are like insects being pinned down by the magnifying glass that is the Capitol.
District 12 is just like the weakest members in society. They are the poorest and make the cole. Today, there are people like that in the real world who are treated diferently because they are poor.
I look at Panem as a Communist government. I say this because Gonzo was right when he said that the citizens aren't aloud to speak out against the Capitol or leave the country. Sadly this has happened in our world and still continues to go on.
I see the Capitol as a oppressive power against a group of people. This has been seen many times before in history, such as Hitler and the Holocaust.The people have little to no rights, and are being put to death.
